What is normal?
OMNIS is accumulating regional observations every 15 minutes. It will use recent rolling baselines first and local hour/season baselines as enough history accumulates.
Multi-signal anomaly gate
OMNIS requires at least 24 prior regional samples and deviations in at least two independent modalities before creating a multi-signal anomaly. New investigations remain MONITORING until an adversarial audit searches for normal/counter-signals and historical analogues. This prevents a single dramatic feed from being mislabeled as a discovery.
Investigations
The engine opens hypotheses only after conservative multi-signal screening. A hypothesis must then survive adversarial counter-evidence review before it can be surfaced. Evidence nodes retain provenance and classification; correlations are not promoted to causes.
Camera Wall
Public transportation cameras now span California, Illinois, Iowa, and New Zealand. OMNIS records source/freshness metadata; it does not identify or track people.
Source Status
Live, degraded, unavailable, and geographically limited are different states. OMNIS never treats absence of a public feed as proof that nothing exists.
Coverage limits
Globalization Wave 1 is active: public ADS-B aviation can be queried worldwide; USGS/NASA/Open-Meteo are global; IODA adds country-level internet-outage intelligence; New Zealand adds 313 public traffic cameras and nationwide road events; England adds the 20,076-site WebTRIS traffic-sensor registry. California, Illinois and Iowa camera/road layers remain active. True worldwide congestion coloring and live AIS vessels still require provider credentials/persistent streaming infrastructure and remain explicitly unavailable rather than simulated.
